Educators. The authenticated users are staff — teachers, school leaders, and district leaders — in three distinct product roles. Students are represented in the data as data subjects; they are not product users.
Student-level detail is available to educators within their own scope, and only there. A teacher's view reaches their assigned students and instructional groups; a school leader's reaches their campus; a district leader's reaches their district. That scope comes from authenticated identity rather than from anything supplied in a request, so drilling down can't reach past the boundary the role already has.
It's a projection from current trajectory, shown as a range rather than a single number so you can see how much uncertainty sits around it. It is not a prediction of what a school or a student will achieve, it isn't a substitute for the state's official determination, and it shouldn't be used as one.
